Rejection Message:The project does not have a baseline revenue

Dear All,

I am not able to do base line due to the rejection message:The project does not have a baseline revenue.

The problem was, at the time of entering the budgets for approved cost budget the funding details raw cost , quantity, burdened cost details are showing 0 and not in enterable mode, it is in greyed out so kindly provide the detail action plan to prform funding with base line project.
