GL - Postable unbalanced journal

I do not wish for unbalanced journals that are created through an API for data migration to be postable.  I would expect to receive an error 'Showing an unbalanced journal enter but suspense not allowed' message.

I have created an adjustment journal through journal entry that is unbalnaced and I receive a warning to alert that the journal in unbalanced as I would expect.  I know I can also stop the import if using ADI to upload my journal.  

What is the setup navigation path to switch on journal postings restrictions?

We are on version 12.1.3
