Flags in STDNT_CAREER not updated to trigger new degree audits when students ACAD_PROG is changed

Issue :Flags in STDNT_CAREER not updated to trigger new degree audits when students ACAD_PROG is changed

A new effective dated row is added on student's program plan to change the student's program and new req term. however the flags on STDNT_CAREER are not updated SAA_SYNCHRONIZE flag stays 'N' and the date SAA_SYNCH_DTTMSTMP does not get updated to the date time of the correction, even though on the Installation Academic Advisement the flags are checked.

Following flags are checked. \

--Report Defaults

As of Date 01/01/3000

--Result Defaults

Results Obey Select Line - Checked.

--Advisement Report Synchronization Options.
