OMW - doubt related same object in 2 proyect (and 1 proyect promote to PD)

Hi,

we are getin issue?bug?..

issue step:

objetc P is in proyect 1 inn  status 21 and developer working on it

thie same objetc P is in proyect 2 and I promote to py26 and pd38

so, the question what is the reason  in proyect 2 with object P promote to PRODUCCTION environment! and in proyect 1 developer is working with this object P!!!

in this point I belive is wrong that this proyect 2 arrive to production, meanwhile developer is working with this object P!!

I believe OMW (activiti rules?..?) should display error/warning message related proyect 2 with object P can not promote because developer is working in proyect 1 object P (the same)
