Production Scheduling (PS) and alternate resources

I'm using Production Scheduling module.  We have several machine resources that can all run the different assemblies within a department.  Is there a way to automatically get PS to use alternate routings or alternate resources (within a schedule group) so that capacity is utilized affectively within the department?  Today, PS is only scheduling the primary routing resources and the schedulers are having to manually move work orders to other machines (off the system).  How do we automate this decision?
