Tax Exemption Certificates Not Visible for Inactive 11i Customer Accts After R12.1.3 Upgrade

I am seeing that Tax Exemption Certificates for Inactive Customer Accounts in EBS 11i are not visible through the R12.1.3 Customers - Standard form upon upgrade to R12.1.3.

In R12.1.3, I expected to see the Tax Exemption Certificates for the inactive Customer Account on the  Tax Profile tab -  Customer Account and Site Business Purpose Tax Exemptions  section.  But that Customer Account and Site Business Purpose Tax Exemptions  section does not display the migrated Tax Exemption Certificate.

Is this normal functionality intended on the R12.1.3 Customers - Standard form  -  Tax Profile tab  -  Customer Account and Site Business Purpose Tax Exemptions
