How to enroll an adult child into COBRA when EE is still active and enrolled in an active plan

I have an adult child who qualifies for COBRA.  Her parent  is still active and enrolled in a medical plan.  Must I also enroll him in COBRA.  If so what is the Qualifying Event?  I have read all COBRA documentation.  Gone over my set up several times.  I am still not getting the results I need.  Does anyone have any detailed documentation on the Daily Processing part of COBRA.
