ora 12154 error does not know identifier

I am not sure whether this is oracle issue or vertex issue. But I have installed oracle client 10g and vertex sales tax version 3.3.7. I know these are relatively old software. Anyway, long story short. When try to open up vertex tax decision maker, after giving the database credential, I am getting ora 12154 error that the connection identifier is not known. I have double checked tnsnames.ora file and the entries are correct. I am able to ping and tnsping the target database server. I am also able to login to the database remotely using sql plus on the
