OTL Approvals End With Ora-20001: Pa_tr_no_route_to_person

We have a Project based OTL. Recently certain approvals are ending with Ora-20001: Pa_tr_no_route_to_person. The approvals are not being routed to the concerned Project Manager. The Workfllow picks up HR Supervisor rule and fails.
