Diagnosing Concurrent Manager restart issues

Hi,

After Oracle EBS services restart sometimes concurrent managers do not start. I start them manually after shutting down concurrent managers from adcmctl.sh script. How can I diagnose what prevent Concurrent managers to start after application services restart?
