How can I get FSG multi tabbed reports to work again after upgrading to database 12c?

We have e-business General Ledger 12.1.3. Our old production environment was database 11.2.0.1 and we upgraded to database 12.1.0.2 (12c). Our multi-tabbed reports worked fine in the old production environment GL 12.1.3, Excel 2010, with IE8 or IE11. When we upgraded to database 12.1.0.2 (12c), same GL version, Excel 2010 with IE8 or IE11, our FSG multi tabbed reports all stopped working. All our multi tabbed reports use content sets and row orders. All the other FSG reports with or without row orders work fine.

It appears this problem, with everything else in the environment staying the same, is related to the (12c) upgrade.

If I run the report with a (segment override) to get 1 tab, the multi tabbed report works fine and displays the 1 tab. If I run the report to get all tabs it gives me a generic error with no additional information.
