PeopleSoft Setup Table Controlling display of a Calendar Prompt on Date Fields?

Is there a setup table somewhere in PeopleSoft which controls if the calendar prompt is displayed for an individual user?  My scenario is that I have a user that when they select on a calendar icon next to any date prompt (PS Query or PS Page), that no calendar is returned.  Other users when they select on the same calendar prompt, on the same page, using the same computer and browser the calendar comes up for them to select a date. 

The user where the calendar is not coming up has the same issue when using MSIE, Chrome and Firefox.  I checked browser settings in FIREFOX and enabled POP UP's, etc.
