Unable to create Database Link for FSG Transfer Program

Hi

We are running EBS R12.2.4 with 12cR1 database and trying to create database link for FSG transfer program but it fails with APP_RG-09519 error. I can create database link using sqlplus as 'apps' user without any issues. But GUI is failing.

I even followed this MOS document: SG: Transfer Program APP-RG-09518 : An Error Occurred While Creating A Database Link (Doc ID 1124483.1) but still the same error.

Any suggestions.
