Oracle Transportation Management versus Customization?

We are being asked by our CEO to add actual shipping charges to both a quote and an order.  Currently we charge a flat 17% to most places...a few exceptions where we charge 23%.  We are curious what other organizations do for this?  We have talked with Oracle about the "Oracle Transportation Module" and that seems to be a pretty good solution.  But we are being challenged to look at adding some kind of customization or using Oracle functionality.

I am not sure if it makes a difference or not, but we do not use Oracle WMS.  Oracle is our ERP system and Manhattan SCALE is our WMS system.
