How do we debug the discovery of GoldenGate targets in OEM?

We are getting no targets discovered on a server. We have followed the documented procedure for installing the JAGENT 12.1.3, and installed the 12.1.0.3 plugin in OEM. Two other servers before this one discovered fine. This one has over 176 streams in it, but none are showing up in OEM, when I manually do the discovery from the console.
