Retrieving comment areas from process control updates

Hello, I do not know of a way to retrieve/report on comments captured in HFM for process control updates (Promote, submit, etc). The data is out there in a table, but is it customer facing or only accessible to a DBA? Getting to it from a SmartView query would be ideal.
