Shipment Consolidation

Hi - Need a help in shipment consolidation in JDE 8.12.

Scenario - Order contains 5 lines with shipment # 20005099 with status 10 (Shipment)  and 532(Order status) . When i tried to create new shipment, i removed (through add/remove function in P4915) the lines 2 & 4 from shipment # 20005099 and system generated new shipment # 20005100 (Shipment status 10)  this new shipment processed. But again i removed line # 3 from shipment # 20005099 and system again tagged to the line 3 to shipment # 20005100. Why system not created shipment # 20005101 for line 3 ?
