Purchase Orders in Incomplete Status not Collected

Quick Question.

I believe it I true that only approved purchase orders will be collected into ASCP.  I can't find this documented.  Currently we have a case where the requisition is collected and showing in ASCP, but there exists a purchase order in incomplete status.

Please confirm this is normal behavior.
