Duplicate serial number is allowing

Hi SMEs

We have R12 WMS instance and interfacing the serial number from custom mobile page for inventory item serial control has At Sales Order Issue. Some time we have seen duplicate serial number in the sales order form >tools>serial numbers when the delivery has been split into different lines. But if we try to enter manually in serial numbers form, it is not allowing. but through mobile custom interface is allowing. my question is why interface is allowing to insert duplicate? how to avoid this?

Any one could help on this would be appreciated
