12C Report Time Zone will not change, Also bi/common/fonts direcotry missing therefore no font files

During the install of OBIEE 12C Linux X64, I have found that the (Report) Time Zone will default back to Casablanca, and the bi/common/fonts directory is missing on install, therefore font mappings do not work in the Administration..font mappings

The fix for font mappings is simple, mkdir <ORACLE_HOME>/bi/common/fonts

The Time Zone changing an not reverting back to Casblanca is not, any suggestions?

Using weblogic login as the username
