Running child program using fnd_request.submit_request with sub_request as TRUE

When  running child concurrent program using "fnd_request.submit_request" and passing parameter sub_request as TRUE, then the child program is going to Inactive, No Manager.

But when  running with sub_request as False, It is running fine and program able to complete. Can anyone please suggest this ?
