Freeze Oracle Instance Date

I remember that at one of earlier project we had Oracle - ASCP test instance pair with frozen dates.

The date was frozen at one date. Only time used to change.

For example: - If we refresh test Oracle instance on 1st Nov then the date will be frozen to 2nd Nov. ASCP instance date will be frozen with 3rd Nov.

This gives advantage of testing multiple scenarios without having Past Due information in ASCP.

Does anyone know how to freeze the dates in Oracle instances?

Please let me know the details and also let me know if it is DBA task or something that can be done using System Administrator responsibility.
