Is R04572 stub lines Max limit 10?

Does the check printing R04572 max can print 10 lines.  As I understand if number of lines > 10 the attachment R04573 triggers.  But in P0030G set up allows you to enter > 10 lines. 

Question

1) So is this a internal maximum limit and in which program or BSFN has this logic.  Is this max limit hard coded ? Can we change it ?

2) How is the F04572.KKATT flag set as 1 to print attachment instead of stub lines in R04572
