Listener response to a TNS ping - is the tnsping command run from the database server or the MOSC se

I am monitoring a couple of remote servers.  I'm getting pretty frequent Listener response to a TNS ping alarms with response times upwards of 15,000 MS.  If the tnsping command is being run from the MOSC server I'm not really concerned but if it is being run by the agent on the database server I need to research what is wrong.

The documentation is a little vague about this.
