Are saved WebADI templates incompatible with other versions of Internet Explorer ?

Excel 2010

A user created a template for Project Journal Entries and saved the template to a local drive.  The user was able to re-open the saved template.  The user's PC was updated to IE10.  Attempts to open the same and other saved templates in Excel now results with an error "Microsoft Excel has stopped working" and Excel closes.

The user can modify the Excel options, Macro Settings:  Disable all macros with notification.  The template will open without error. But when the user clicks on the 'Enable Content' button, the error appears again and Excel closes.

New templates created from Oracle EBS using IE10 and saved on a local drive can be re-opened successfully.
