EBS - Deafult Value for Attributes

About a week ago, I created a default value for an attribute that was created a couple years ago.  This value is not populating until an item has been updated using the app.  I have had the DB and the app both rebooted and they are still not available.  Is there a concurrent process that must run (I have run Import Catalog Items many times since this but no results) that I am missing?
