swap Space Utilization metrics - can anyone explain how they are computed?

I do not understand why Ops Center 12.3 monitor for "Swap Space Utilization" is alerting on some of my systems.  My expectation is that this metric is supposed to show you how much of any configured swap volume(s) (disk-based virtual memory) is in use.  That doesn't seem to be the case.  Instead, it appears the metric is derived from the utilization of total virtual memory available to the system (physical RAM plus any configured swap area).  If that's true, I can accept that and set appropriate thresholds for my environment.  However, what I am observing doesn't make any sense.
