Unable to configure a Forms and Reports installation

Setup:

Windows 7 Professional 32-bit SP1

Oracle Database 11.2.0.1.0

Oracle JDK 1.7.0u79

WLS 10.3.6

Forms and Reports (for Development) 11.1.2.2.0 (downloaded ofm_frmrpts_win_11.1.2.2.0-32, 2 zip files)

JAVA_HOME set to C:\Java\jdk1.7.0_79

JAVA_VENDOR set to Oracle

No spaces in TEMP or TMP directories

Microsoft Loopback Adapter in place

WLS installed with Quickstart to create Base Domain. Removed domain as per instructions found on Oracle websites.

Nodemanager service stopped. In fact, all Oracle services stopped.
Run config.bat as Administrator and the Installer launches. It runs until the configuration process starts. Hangs on Create Domain.

Times out on Starting the Admin Server. Logs not revealing any problem.
