Release against approved requisition populates a quantity when there shouldn't be any.

I create a requisition for a service, entering an amount but not a quantity as the intent is to receive against the PO multiple times. I can release all of it or some of it (P43060) if I've designated one GL account and the quantity is not populated which is what I want, but if I enter the requisition and do an account distribution to multiple departments it populates a fractional amount in the quantity. When the PO is generated it now shows a quantity to receive but I cannot clear it.

If I go back into the requisition I see the remaining amount but there is no quantity populated so now I have one PO with a fractional quantity of .50 and one PO without a quantity.
