sl3000 share cap issue

I install SL3000 Tape Library, install one base module,cem* 2 ,AEM * 2,and divide two partition,each partiton assign one AEM cap, base module cap share two partiton,but when share cap,report the following error,can you tell the root cause.

Invalid response received from library for the request

Error: SCSI partition must share caps equally: cannot change partition: SCSI partitions must share caps equally.
