Picking parent LOV based on Child

Hi Team

We have configured a hierarchical picklist for certain city and state combinations. As part of an integration requirement, the consumer application has a limitation in which they can only send the child i.e. city (bounded), but we need to pick the parent state for that particular city in run time. Note that there are no duplicate values in the city pick list and city list is quite large (more than 500 values)

We are trying to achieve this without scripting, please let us know if this is possible at all using OOB functions.
