DG Broker: 'enable configuration' command hanging

I have a ticket open for this with support but as they haven't even responded for a week (now escalated) I thought I'd ask here in case anyone has any advice.

First thing is that DataGuard is working fine, from what I can see: real-time logging is applying successfully in the standby database, so I suspect I could do the manual switch/fail over in event of a problem.  However, if there were failures outside of hours, our (non-database-experienced) operators use scripts to fail things over, and those scripts use DG Broker commands to control everything.

So, in trying to enable broker, the 'CREATE CONFIGURATION AS...' command works successfully, the 'ADD DATABASE ...' command also works successfully.  But the 'ENABLE CONFIGURATION' command hangs (also the 'SHOW CONFIGURATION' and 'REMOVE CONFIGURATION').  There are no related errors in the alert log file and no errors in the drc.log file (in fact, the last thing is says is 'ENABLE CONFIGURATION' as it's hanging), so I'm finding it difficult to find anything to point me in the right direction to troubleshoot!
