rwservlet/startserver not available in 12.2.1

I am trying to start in-process reports server instance as explained in documentation:
Execute any of the following URLs:

http://hostname:port/reports/rwservlet/startserver

and even with sever name

But browser shows "Page cannot be displayed"

And RWServlet page http://hostname:port/reports/rwservlet   does not list startserver as available command.

Is there any other was to start in-process reports server?

We need exactly in-process server for several reasons. One of them -  since 12.x version we have to configure Folder Access with MBeans browser.

I can find explained path and Operations tab for in-process server.

But Operations tab is not available for my stand-alone server.
