Child Support arrears setup procedures

We have an employee that has 5 child support deductions, one is only for arrears and the others have current amounts and arrears.  I cannot get it to calculate the arrears deduction correctly. So I need  procedures for setting up the deduction element entries for the state of Tennessee.  It is supposed to prorate all current amounts and do the arrears last and it is not.
