WebLogic 12c JAS HTML server freezes

My client's Production JDE JAS HTML server running WebLogic stopped responding to login requests - to recover, I terminated the java.exe JVM process on the HTML server (which was running with high CPU%) and allowed the JVM to come back up. I noticed error messages in JAS logs "no thread is available from thread pool" similar to:

Bug 20978930 WEBLOGIC - NO THREAD AVAILABLE FROM THREAD POOL

OWThreadPool is set to 400 incrementing at 10. The bug referenced above is fixed in Tools 9.2 - is there a POC available for 9.1.5.1? And do you think this would help this issue?
