Prepayment invoice not showing as commitment

HI Experts ,

               We have a prepayment invoice . Which is not interfaced to projects .  If I check the pa_addition_flag then it is showing as G . Also the distribution is marked as

track as asset (Asset tracking flag = 'Y').

Can you please help me understand if it should be transferred to projects as commitment or not  ?
