What is the Value impact of sub inventory from Inventory enabled to Expence transfer with an Invent

One of the customer;s requirement is explained here under, does this can be achievable or not ?

"Our Bulk Store inventory org we have subinventory RotableNew defined as asset subinventory and  RotableOld defined as non asset subinventory.

items attached to both subinventories. when we purchase items, it will be received in the  RotableNew . and when it is issued from  RotableNew it should issue with a value. When the item is returned to stores (the used items) those are received to  RotableOld subinventroy with zero value. and then the items issue from the  RotableOld it  should be issued with zero value. But in our system we use iprocurement module to request items and for the items issued from  RotableOld has issued with a value. when issuing from  RotableOld those should be issued with zero value."
