Requisition Import not triggered automatically for OSP requisitions released from some WOs

We are on 12.2.3 and recently went live with a new plant and have been using the OSP feature of WIP for quite some time now at the other plants.This plant has converted non std WOs with OSP operations on them.OSP POs were also converted for these OSP operations .Now the user is adding a new OSP operation to these jobs.The req creation time is set at operation.When the job is moved to the Q of this newly added OSP step,the requsition record is inserted into the PO_REQUISITIONS_INTERFACE_ALL table howevet the Requisition Import to import this record is not getting
