Getting error on adding proposal Subrecipient

Main Menu > Grants > Proposals > Main Proposal > Resources

Getting an error when trying to add Subrecipient. We were told previously that its a bug but we are still getting the same error even after upgrading to Financials/SCM 9.10.00.000 - Tools Release 8.53.22

please advise.
