Adapter function [fConnect] failed

I am not sure if this is the place to ask, but I am out of options.

Has anyone encountered the following FDM error even after re-registering the adapter, and been able to resolve?

Error:

Code............-2147217085

I have tried to re-registering the adapter.  I have tried to delete the adapter from DCOMCNFG, and recreate.  None of the solutions provided by Oracle have resolved my issue.

After re-registering the adapter, it would come back again.  I have all but given up, and asking from anyone that may have encountered this issue.
