Re-run TC upgrade Plan Failed

Hi All,

6 months ago i created the upgrade plans 8.12 to 9.1 for PS/DV/PY environments which were completed successfully, now we want to re-run the same upgrade plan for DV and PY because we have new and modified objects with latest business data. So i changed the all TC tables status to 30 for DV environment but it is showing status 70 "duplicate conversion" After that i finalized and Validated the DV existing PLAN. when we run this plan in workbench the TC doesn't run. it shows report immediately with All tables status 70 "Duplicate Conversion".

Can anyone please tell me why TC is not running? how to re-run existing upgrade plan?
