How to create Action Type

Hi,

I created a new action type wit name olm_approval_group_chain of authority. Below action type There is a Create button to create Action. When i click on that button it provides me only 3 fields.

1. Description (Mandatory)

2. Parameter one (Mandatory)

3. Parameter Two (Non-Mandatory)

I am getting no idea from these fields what i need to add in it and how would I add Action for new Action Type.
