Shipping Execution - EBS (MOSC)

SO line status is closed & invoiced but Onhand qty is still reserved & is in Staging SI

There is SO line whose status is Closed & invoice is being created but for SO Shipping tab the item qty is still Reserved & it is available as Onhand qty in Staging SI.

In Material Transactions form, the Sales Order Issue transaction has not been occurred.

Can anybody suggest here.
