Campaign Allocation is not working correctly

Hi Team,

I created one Campaign and associated Offer and treatment to it. I did allocation of 80% to Treatment 1 but when i am doing Campaign Load, it is loading all the data and not restricting it based on Allocation Percentage.

Also Control Group logic is also not working. I am defining 20% as Control Group but still it is not setting the Control Group Flag to Y.

Can you please help me with both above points.
