Changeover (Setup) sequencing in Production Scheduling.

I'm implementing Production Scheduling.  We have many setups (changeovers) within a department and I had a desire to use the changeover penalty field to assist with sequencing.  However, Oracle will not allow me to enter penalty on the changeover form due to the fact that we don't have Manufacturing Scheduling implemented.  How do i get PS to sequence properly without this value?  We have many setups that have same changeover time but there is a sequencing priority that we would also like to communicate to the system?
