Consigned items no automatic BPA released generated

Hi, Please help me check why there's no automatic consignment BPA release created after I run the Consumption advice program.This issue was due to Buyer closed the BPA after performing the Move Order transactions before the scheduled Consumption Advice program run. I already requested to re-open the BPA and setup the ASL then re-run the consumtion advise program again and I noticed that program completed without any error but there's no Create Consumption Worker parameter appeared when I querry my Request. I also check from MTL_CONSUMPTION_TRANSACTIONS and I see there are no values in these columns PO_DISTRIBUTION_ID and INTERFACE_DISTRIBUTION_REF Thanks,
