Unable to enable Costing_Enabled flag for an Item in the Inventory Org

We are trying to enable Costing Enabled flag for an item in R12 but system is not allowing and throwing us error message. We have cleared inventory of that item in that particular inventory but still system is showing the same error message. Can someone help here?

How to verify pending transactoins and uncosted transactions for this item?

If you can share back end sqls it will be very helpful.
