Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. Hi,

We are upgrading our oracle database from 11g to 12.1.0.2 using the doc: 1524398.1

As per the latest update in the document, there is new patch 21419221 added looking at below in the change log.

How can I know the differences between the old patch and its new patch like what are the new features added. I do not find read me for this.
