Short Tax Year configuration requirements

I'm looking for configuration details required for a Short Tax Year.  I'm following the user guide instructions but I'm apparently missing something because it's not changing the depreciation calculation at all.  I created a custom formula based on the example provided in the user guide, but it's not working.  There used to be a white paper available but it appears to have been removed from Metalink.
