'FRM-40735: ON-UPDATE trigger raised unhandled exception ORA-01403.' appears when changing Final Pro

After we applied recent Oracle recommended patches, we get error 'FRM-40735: ON-UPDATE trigger raised unhandled exception ORA-01403.' when changing the Final Process Date of an already terminated employee.

The query mentioned in document 2000178.1 does not produce any rows for the assignments involved.

Any suggestions?
